Terms and Conditions

  1. Approval of this permit is valid for a period of one (1) month from the date of the approval letter. Extension of time period must be made one week before the expiry date of the approval. An extension of time period and permit fee take effect from the expiry date of the previous permit approval. 

  2. The location of the work to be performed must comply with the plans submitted in the application documents. Any change in location or route has to obtain prior written approval from the Council. 

  3. The working hours are as follows: 

    • Residential areas: 9 am to 6 pm. (Monday to Saturday) 

    • Main Roads: 9 pm to 6 am. (Monday to Sunday) 

  4. Project Signage, signage for standard traffic control and security lightings to alert road users about the work being carried out should be provided.

  5. Clean roads and drains as well as good traffic flow should always be maintained. ​

  6. The work of excavation should be implemented on phases, with a distance of not more than 60m for each phase. 

  7. Installation of pipes across existing drains is not allowed at all

  8. Any accidents arising out of the above mentioned work is the responsibility of the applicant. 

  9. The applicant is required to repair the damage on the road curb by re-levelling the ground with top soil and planting grass including rebuilding drainage with the type of glaze ware if applicable. 

  10. Any damage on the property of the Council must be repaired. The letter of completion of work will not be issued if the applicant fails to repair the damage or if the quality of repair work is unsatisfactory.

  11. For small excavation works, repairs should be done by cutting the road surface, removing and repaving with thickness of 50mm C14 including road lines. 

  12. The layers of road structures for road repair work shall consist of::

    • 50mm thick of sand. 

    • 300mm thick of cruser run 

    • 65mm thick of binder course C20. 

    • 50mm thick of wearing course C14.​

  13. Permanent repair work by milling and paving based on the width of existing road shall be performed after the expiration of two (2) months using C14 50mm of thickness with the road lines. 

  14. Test for the thickness of the premix (coring test) will be performed by MBSA staff after the repair work is carried out on site permanently. The completion of work report will be put as an appendix together with the coring test form.

  15. If the applicant fails to complete the work properly within the stipulated time, the Council will appoint a third party to carry out repair works and all costs incurred will be deducted from the security deposit submitted to the Council and the applicant is also required to pay any additional costs incurred if the cost of the work performed in excess of the amount of the security deposit. 

  16. Site visit with the Council shall be held after 'milling and paving' work is completed. This is to enable the confirmation letter to be issued for the completion of work. 

  17. Refund claims of deposit can only be made after the expiration of six (6) months of the confirmation letter of work completion.
