Division Function

  1. Provide local bill payment facilities, receive complaints and inquiries related to MBSA .

  2. Receive and review development plan applications simultaneously and separately.

  3. Distribute applications for development proposals to Technical Departments and other relevant departments.​

​Client Charter

  1. ​Receive, coordinate and distribute complete development proposal applications to Internal Technical Departments and External Technical Agencies/Departments within 1 day.

    • Received before 12.00 noon - same day delivery.​

    • Received after 12.00 noon - next day delivery.​​​

  2. Monitor and coordinate after receiving comments/certificates of development proposal applications from Internal Technical Departments and External Technical Agencies/Departments after distribution as follows :

    • Agency/department reviews the application – 7 days.

    • The department gives a certificate/written instruction of the application – 14 days.​​

  3. Ensure that every application for development proposals is presented in the One Stop Centre (OSC) Meeting according to the following period :

    • Simultaneous development plan application category I, II, III, IV - 40 days

    • Separate the development plan application Planning Permission Plan, Engineering & Landscape – 40 days and Building Plan application - 30 days

  4. Ensure that the Internal Technical Department submits the working papers for committee certification no later than 7 days before the meeting.​

  5. ​Collect, coordinate and submit committee certification papers to the meeting secretariat for distribution to Local Central Committee members no later than 3 days before the meeting.​

  6. ​Managing and ensuring that Local Central Committee Meetings are held 2 times a month.​

  7. Ensure that the notification letter of the decision presented in the Local Central Committee Meeting is distributed to the applicant within 3 days .

  8. Monitor and ensure the full approval by the Internal Technical Department within 7 days after the Local Central Committee Meeting.

  9. Receiving and registering a complete development proposal application at the OSC counter does not exceed one (1) hour.

  10. Ensuring that the waiting time to submit a forwarding proposal application does not exceed 30 minutes.

  11. Ensuring that the waiting time to get advisory services related to the promotion proposal does not exceed 15 minutes.​​​​
