  1. Provide solid waste collection services (domestic waste, garden waste, bulk waste and construction waste) in the MBSA administrative area.
  2. Provide public cleaning services:​ 
    • Area cleaning (lawn mowing, street sweeping and drain cleaning, night market / morning market site cleaning) in residential, commercial and industrial areas)
    • Street cleaning - Promenade / Protocol
    • Cleaning of stalls and Majlis market buildings​
    • Cleaning large drain / monsoon drain
  3. Carry out monitoring and enforcement of city hygiene control.
  4. Carrying out environmental control activities:
    • Cleanliness and safety of factories, workshops and gas stations​
    • Swimming pool water quality in public places
    • Pollution control and illegal dumping
  5. Cleanliness control of empty / abandoned houses and lots
  6. Hygiene control and star rating of public toilets.​
  7. Implement hygiene education promotion programs / campaigns, waste reduction and environmental conservation.
  8. Implement the enforcement of laws and regulations related to urban cleanliness and the environment.​​

Client Charter

  1. ​Ensuring domestic waste collection contractors carry out collection works for terrace housing areas, bungalows, kindergartens, houses of worship and halls according to the frequency of the schedule which is 4 times a week.
  2. Ensure domestic waste collection contractors carry out collection works for commercial areas, multi-storey ​houses, public markets and traditional village main roads according to the frequency of the schedule which is 7 times a week.
  3. Ensure domestic waste collection contractors carry out collection work for government offices, institutes, schools and industrial premises according to the frequency of the schedule which is 5 times a week.
  4. Ensure that the area and promenade cleaning contractors do grass cu​tting and gutter cleaning with a frequency of 2 times a month.
  5. Ensuring that the tour cleaning contractor performs road sweeping works with a frequency of 7 times a week
  6. Ensuring that the cleaning contractor of stalls and public markets performs cleaning work outside and inside the building with a frequency of 7 times a week.
  7. Ensuring area cleaning contractors do sweep work in residential areas with a frequency of 2 times a month.
  8. Ensuring area cleaning contractors carry out sweeping works on main roads and commercial centres on a daily basis.
  9. Ensure that the cleaning of the night market site is carried out by the contractor after the end of the night market operating hours.
