Total Quality Fast Track Model (TQFTM) is the model implementation. It provides step-by-step
improvement opportunities for organizations leading to continuous improvement, to be a lean
organization that is also outstanding. Every improvement can be measured, either through
self-certification assessment or participation in awards and conventions at country level or
international levels.
TRAINING DEVELOPMENT PROGRAMME
Council employee development strategies must be aligned with the objectives and aspirations
of MBSA. It can be implemented by requiring all staff to be aware of and understand the
expectations of the Council; as well as to have the necessary skills and improve continuously.
Training Operational Plan is positioned in line with the Strategic Plan and Human Resources, to
produce an outstanding and dynamic workforce. Each year, officers and employees are required
to attend at least one training session either in the form of courses, seminars or workshops, not
less than 7 days of courses in a year. All officers and employees are given the courses through an
approved budget of RM1 million, compared to RM400 thousand in the previous year. It is based
on the estimated 1% of the emoluments of the provisions of the current year.
The Secretariat, Training and Quality, Department of Management Services has issued
MBSA Training Calendar Year 2012. Training provided covers all categories/ levels of service,
professionals or support groups. This training is done in order to enhance their knowledge and
skills, as well as to meet the needs of the organization and functions of each personnel.

MBSA has been honored as the preferred location for investment by the SSiC in Appreciation
Awards Ceremony 2012 which was held at i-City, Section 7. This is the first award received by
MBSA, although ranked third as the preferred location for investment among local authorities
in Selangor after the Hulu Selangor District Council (MDHS) and Subang Jaya Municipal
Council (MPSJ).
