INTRODUCTION OF MBSA’s INTEGRITY PLAN


The implementation of the MBSA Integrity Plan focuses on the administrative requirements.
It involves 2 Objective and 6 Strategies, which are:

Objectives:
i) Strengthening the principles of transparency, accountability and good governance;
ii) Increase the integrity of management and administrative machinery.


Strategies:
i) Enhance the effectiveness of good governance;
ii) Improve the effectiveness of service delivery;
iii) Conducting awareness programs to fight corruption and abuse of power,
as well as to promote integrity;
iv) Strengthen the administration of justice system;
v) Strengthen the management of human resources;
vi) Corporate strategy of MBSA.



RE-ENGINEERING OF WORK PROCESSES (ACA)



ACA implemented at MBSA is a fundamental change in thinking and designing and radical work
procedures. This implementation is to improve efficiency and effectiveness of service delivery.
It involves a cultural change at all levels, processes and procedures in order to achieve higher
performance in terms of cost, quality, service and time. Here are some of the ACA conducted at
the MBSA:
1) 1 hour appr oval time of business licenses for activities that are not high risk;
2) The approval time is shortened for the application of payment plans;
3) OSC On-line submit the application of online development;
4) The period of building plan approval within 30 days;
5) Approval of other development application within 40 days;
6) Collaboration with Road Transport Department to restrict Motor Vehicle License for vehicles
compounded by the Council;
7) Approval within 1 day for temporary construction permits
(store / partition / shed / awning, others);
8) Approval within 1 day for additional building permit for home renovation.
